The Dhaka Times Desk Recently, a two-day training program titled 'Training for Local Level Actors on Climate Change Project Proposal Development for Accessing International Climate Funds' was held at Hotel Pan Pacific Sonargaon in the capital.
The program was organized by the Economic Relations Department (ERD) with the support of GIZ Bangladesh's Improved Coordination of International Climate Finance (ICICF) project. .
The Government of Bangladesh is working towards the goal of transitioning from Least Developed Country (LDC) status by 2026. But, economic and structural development gains are at risk due to the impact of climate change. According to the Global Climate Risk Index (CRI) 2020, Bangladesh ranks seventh among the 10 countries most affected by climate change. Therefore, adaptation to climate change is very important for the sustainable development of the country.
BRAC University's Center for Climate Change and Environmental Research and UK E Co. Ltd. jointly designed and conducted the training. Various organizations including GIZ, ERD, Bangladesh Bank, Palli Karma Sahih Foundation (PKSF), Infrastructure Development Company Limited (IDCOL) and Food and Agriculture Organization of the United Nations (FAO) provided feedback in this process. Thirty officials from various City Corporations and Municipalities, Directorate of Local Government Engineering, Bangladesh Bank, National Institute of Local Government (NILG), Bangladesh Climate Change Trust and Bangladesh Municipal Development Fund participated in the training session. The training workshop shed light on various stages of project proposal preparation for international climate finance including climate change risks and damages, climate change adaptation and mitigation options, application process to various international climate funds.
The chief guest of the program, Joint Secretary of Economic Relations Department and Head of the United Nations, Kabir Ahmed said, "Bangladesh is one of the countries affected by climate change, although it has little role to play. Every year our various development projects are affected by natural calamities. I would request the concerned authorities to consider adaptation to climate change while implementing various projects. There are various climate change funds around the world that we don't know enough about and can't take advantage of. Various initiatives have been taken including setting up a climate cell, website with training materials to inform everyone about them.”
Program Coordinator of Adaptation of Urban Areas to Climate Change of GIZ Bangladesh. Dana de la Fontaine said, “The future of this country depends on how well we can adapt to climate change. Bangladesh needs sustainable financial solutions for a prosperous future. To this end, Germany stands by Bangladesh in combating climate change.”
GIZ Bangladesh ICIF Project Principal Advisor Dr. Ferdous Ara Hossain said, “In addition to providing high-quality project proposals to international climate funds, we need to acquire the ability to understand financing opportunities and their terms. In this training we focus on building capacity to develop quality project proposals with a special focus on people most at risk in regions affected by climate change. We hope that the knowledge gained from this training will help the participants to apply it in the real world.” News bulletins.
