The Dhaka Times Desk The government has relaxed all the restrictions imposed from Wednesday 14 July midnight to 6 am on July 23 in order to conduct business and trade before Eid and to keep the country's socio-economic condition and economic activities normal.

The Cabinet Department has issued a notification imposing new restrictions from 6 am on July 23 to 12 am on August 5. This notification was issued today (Tuesday) noon.

It is said that this decision has been taken in the interest of celebrating the holy Eid-ul-Azha, public transportation, conducting business before Eid, and keeping the country's socio-economic status and economic activities normal. However, at all times, the public must remain vigilant and strictly follow hygiene rules, including wearing masks.

According to the notification regarding the relaxation of the restrictions, the decision to relax the lockdown was taken considering the movement of people and shopping at the animal market during Eid al-Adha. During this time, public transport-trains will follow the health rules. Shopping malls and shops will be open. However, private offices will remain closed. Government office activities will continue virtually.

The restrictions to be followed from July 23 to August 5 are detailed in the national daily issued by Buses:

1. All government, semi-government, autonomous and private offices will remain closed.
2. Public transport (including domestic flights) and all types of vehicles by road, rail and waterways will remain closed.
3. All shops including shopping malls/markets will remain closed.
4. All tourist centres, resorts, community centers and entertainment centers will remain closed.
5. All industries will be closed.
6. Public gatherings such as social (post-marriage functions (Walima), birthdays, picnics, parties etc.), political and religious ceremonies will be closed.
7. Bangladesh Supreme Court will issue necessary instructions regarding the court.
8. Bangladesh Bank/Financial Institutions Department will issue necessary instructions to ensure the services of Banking/Insurance/Financial Institutions.
9. Government employees will stay at their respective workplaces and complete official work virtually (e-documents, e-mails, SMS, WhatsApp and other social media).
10. Law and order and emergency services, such as agricultural commodities and inputs (fertilizers, seeds, pesticides, agricultural machinery etc.), transportation/sale of food grains and food items, distribution of food, health services, provision of Covid-19 vaccination, National Identity Card (NID) issuance activities , Revenue Collection Functions, Electricity, Water, Gas/Fuel, Fire Service, Telephone & Internet (Government-Private), Media (Print & Electronic Media), Private Security Systems, Postal Services, Banks, Visa Related Activities, City Corporation/ Employees and vehicles of offices related to municipalities (cleanliness, street lighting management etc. activities), social security programs, pharmacies and pharmaceuticals and other urgent/essential goods and services will be allowed to travel subject to presentation of institutional identity card.
11. The finance department will issue necessary instructions regarding keeping the accounting officer's office open at divisional, district and upazila levels.
12. Trucks/lorries/covered vans/vessels/freight rail/ferry engaged in transportation of urgent goods shall be exempted from the ban.
13. Ports (air, sea, sea and land) and related offices will be exempted from this ban.
14. Raw materials and daily necessities can be bought and sold from 9 am to 3 pm in compliance with hygiene rules. The concerned trade organization/market authority/local administration will confirm the matter.
15. Except for urgent needs (purchase of medicines and daily necessities, medical services, burial/charity etc.) one cannot go out of the house in any way. Legal action will be taken against the violators.
16. Travel for vaccination can be done subject to presentation of vaccination card.
17. Food shops, hotels and restaurants can sell food (online/takeaway) from 8 am to 8 pm.
18. International flights will continue to operate and overseas passengers will be able to travel by car on presentation of their international travel ticket/proof.
19. The Ministry of Religious Affairs will give instructions regarding prayers in mosques following hygiene rules.
20. Under the 'Army in Aid to Civil Power' provision, the Armed Forces Department will deploy the required number of troops to ensure effective patrolling at the field level. The District Magistrate will contact the local army commander to confirm the matter.
21. The District Magistrate in coordination with the concerned officials at the district level will determine the jurisdiction, procedure and timing of Army, BGB/Coast Guard, Police, RAB and Ansar recruitment and patrolling. Also, if any special activities are required locally, take action in that regard. The concerned Ministry/Department will provide necessary instructions at the field level in this regard.
22. The Ministry of Public Administration will ensure the appointment of the required number of Executive Magistrates at the field level.
23. Under the Communicable Diseases (Prevention, Control and Eradication) Act, 2018, the Director General of the Department of Health will empower the district administration and the police force to take legal action.
