The International Committee of the Red Cross (ICRC) sent a fleet of as many as 54 buses and other vehicles led by one of its teams on Friday, but they returned saying it was 'impossible to evacuate people due to the situation'. The ICRC said it would again try to evacuate civilians to safety on Saturday. The Red Cross began evacuating civilians in early March; However, the venture ultimately failed as the evacuation route was deemed unsafe.
