When officers attempted to take Rosario into custody after entering the apartment, he pulled a pair of scissors from a drawer and lunged at the officers, Chief Chell said. Both officers then fired Tasers at Rosario and he was subdued.

John Chell added, 'But his mother came forward to help her son. But in doing so, he accidentally removes the Taser from Rosario's body. That's when Rosario picked up the scissors and swung at the officers again.'

John Chell said, 'They had no choice but to use firearms to defend themselves in such circumstances.'
