Win Rosario was shot and killed by police at his home in Queens, New York on Wednesday (March 27) around 2:15 p.m. local time. The young man's family immigrated to the United States from Bangladesh 10 years ago. This information was given by the New York Times in a report on Thursday (March 28).
A 19-year-old man was fatally shot by police at his Queens home in New York on Wednesday, officials said, according to a New York Times report. The victim was suffering from emotional distress and called 911 for help before he was shot.
Officials said the teenager, identified as Winn Rosario, lunged at police officers with a pair of scissors. After that, the officers fired at him.
The New York Times reports, however, that the victim's brother witnessed the shooting and disputed the police account of the incident. He says his mother was restraining her son and insists the police officers did not need to fire their guns.
Winn Rosario was pronounced dead shortly after police opened fire. The incident happened around 1:45pm local time (Wednesday) at his family's second-floor apartment on 103rd Street in Ozone Park, police officials said.
Police Department Patrol Chief John Chell said at a news conference that the shooting happened after two officers went to the apartment in response to a 911 call about a man in distress. He said the situation there was 'quite tense, chaotic and dangerous. Police believe Rosario, the victim, made the 911 call himself.
When officers attempted to take Rosario into custody after entering the apartment, he pulled a pair of scissors from a drawer and lunged at the officers, Chief Chell said. Both officers then fired Tasers at Rosario and he was subdued.
John Chell added, 'But his mother came forward to help her son. But in doing so, he accidentally removes the Taser from Rosario's body. That's when Rosario picked up the scissors and swung at the officers again.'
John Chell said, 'They had no choice but to use firearms to defend themselves in such circumstances.'
However, he did not say how many times Rosario was shot. However, Rosario's family said he was shot 6 times. This entire incident was recorded on the body cameras of the police officers, Chell said. However, the footage was not immediately released.
The New York Times reports that Rosario's 17-year-old brother, Usto Rosario, strongly contradicted the police account in an interview. He said his mother held his brother in her arms throughout the encounter.
"When my mother hugged him, they shot him with a taser," he said. My brother didn't go down after being shot with a taser. So a policeman pulled out a gun and shot him and my mother was still holding him.'
He said, shooting like this was completely unnecessary. Ushto Rosario said, 'First: two police officers were there against him. My mother had already held him, and so there was really nothing he could do.'
He added: 'I don't think just a pair of scissors was a threat to two police officers.'
The New York Times reports that Rosario is the third person to be shot by police in New York in the past two months.
Francis Rosario, Ushto and Wynn's father, said their family immigrated to New York from Bangladesh 10 years ago and Wynn's dream was to join the U.S. Army. However, his plans were put on hold due to delays in getting the green card.
Usto Rosario said her brother graduated from John Adams High School in Ozone Park two years ago and had recently been depressed.
Win Rosario was also briefly hospitalized last year for mental health issues, his father said.

Wait at home for the first 3 days of fever. On the other hand, sponge the whole body with water every now and then. This will reduce the level of fever. Drink enough water and rest. After that, if the fever does not decrease or if it continues to increase after some time, consult a doctor immediately.
Things to do to prevent Dengue:
1. Try to keep the surroundings of the house as clean as possible.
2. If there are flower tubs or broken plastic bottles, can shells, tires or polythene inside the house, clean them quickly and drain the accumulated water from the flower tubs.
3. Spray or fog at least 3 times a week to kill mosquitoes.
4. You can keep mosquito repellent cream with you while going out.
5. After evening, younger and older members of the household should use mosquito nets.
6. Clean up any accumulated rain water, as this is the time when Aedes mosquitoes lay their eggs.
7. On the other hand, you can use mats along with mosquito nets to avoid mosquito infestation.
