Due to the inefficiency, failure and corruption of the officials of the government ministries and departments, the work of the development project is stuck. Despite the announcement, the projects undertaken for development in various sectors are not being implemented.

It is known that the target of completion of 244 development projects is fixed in the revised ADP in the recently concluded fiscal year 2011-12. Finally, only 29 projects have been implemented. Again, some ministries have announced the completion of 60 projects without completing the work. According to those concerned, most of the ministries and departments have failed to implement the projects as per the target as a result of inefficiency, incompetence and corruption in various areas in the implementation of the project. This information was obtained by the Implementation, Monitoring and Evaluation Department (IMED) of the Ministry of Planning.

In this regard, the former governor of Bangladesh Bank. Saleh Uddin Ahmed said, this is a prime example of unplanned projects not being implemented in our country. Only the project is accepted, without any monitoring and evaluation for its implementation. In many cases due to lack of proper supervision of work, there is unlimited corruption in project implementation. For this reason, increased monitoring and implementation capacity in these matters is necessary first.

Calling it a red herring to announce the completion of the project without completing the work, he said there is no accountability anywhere due to rampant corruption in all cases. As a result, the work of the project was delayed without completing the work. Here the real objective of the development project is not achieved. Only a class of people have heavy pockets. For this reason, he suggested increasing accountability in project implementation.

According to IMED sources, the Ministry of Water Resources has announced the completion of 17 projects among the ministries that have declared completion without completing the work. But none of them actually ended. Apart from this, there are 5 projects of the Ministry of Shipping, 1 of the Ministry of Railways, 1 of the Ministry of Defence, one of the Ministry of Culture, one of the Ministry of Information and one of the Ministry of Energy and Mineral Resources.

Among the ministries and departments that failed to implement the project are the Department of Power, Ministry of Agriculture, Forest and Environment, Ministry of Railways, Roads Department, Planning Department, Ministry of Public Administration, Ministry of Youth and Sports, Department of Bank and Finance, Department of Law and Justice, Ministry of Home Affairs, Primary and Ministry of Public Education, Ministry of Health and Family Welfare and Ministry of Education.

The Ministry of Planning said the reason for the non-completion is that the concerned ministries lack the capacity to implement the project. At the same time there is negligence on the part of implementing agencies and departments. On the other hand, it is being said by the implementing agency that the target has to be failed due to insufficient allocation. Ministry of Finance and Planning Commission are mainly responsible for this. Because the matter of finance is taken care of by these two ministries and departments.

Projects that have not been implemented

The local government sector has shown the most failure to achieve the targets of the completed projects. 38 projects of the important department of the government were supposed to be completed but not a single one was completed. The road department and the power department have also shown abject failure. The road department was supposed to complete 18 projects. But could not finish even one. Not one of the 15 projects of the power department has been completed.

According to sources, some of the projects that have not been completed include the construction of the Coast Guard base at Patuakhali, which started in July 2009. The total cost was estimated at 42 crore 13 lakh taka. But till June 30 only 36 crore 37 lakh taka has been spent. Work progress is 14 percent. Delays in land acquisition and inadequate allocation of funds are cited as reasons for non-implementation of targets.

The construction project of 10 barrack buildings for police of Bangladesh Police Department started in July 2009. It was supposed to end in June. But due to insufficient funds allocation, the period has been extended till December this year without any increase in expenditure. Its total cost was estimated at 97 crore 89 lakh 47 thousand taka. 92 crore 96 lakh 14 thousand taka has been spent till June 30. Work progress is only 5 percent.

The work of the Establishment of National Institute of ENT (First Phase) in Dhaka project of the Department of Health under the Ministry of Health and Family Welfare started in July 2008. The total cost was estimated at 56 crore 47 lakh taka. Out of this only 47 crore 66 lakh 43 thousand taka has been spent till June. The actual progress of the project is 20 percent.

The project to set up a 250-bed National Institute of Ophthalmology and Hospital was scheduled to begin in July 2003 and be completed in June 2011. The total cost of its implementation was estimated at 132 crore 87 lakh 43 thousand taka. 56 crore 55 lakh 4 thousand taka has been spent so far. Work progress is only 65 percent.

The project to upgrade the 50-bed National Cancer Institute and Hospital to 300 beds was started in July 2003 and was scheduled to be completed in July 2011. The total cost was estimated at 295 crore 52 lakh taka. But till last June 146 crore 31 lakh 99 thousand taka has been spent. Work progress is 50 percent.
