Here it appears that the Windows Start Menu has been brought back completely and it uses the MUI or Metro User Interface that was used in Windows 8's Start Page.

Windows 8 users also complained that using Windows applications on the Start page was annoying. It would be more convenient if they could use it on the desktop page. As a result, the apps have been arranged to run on the desktop page. But in this case it can be used more effectively.
