ঢাকা টাইমস্ ডেস্ক ॥ যারা জীবনের ঝুঁকি নিয়ে সুন্দরবন রক্ষায় নিয়োজিত রয়েছেন সেই বনরক্ষীদের মানবেতর জীবনযাপন করতে হচ্ছে বলে খবর পাওয়া গেছে।
সংকটের আর্বতে সুন্দরবনে বনরক্ষীদের কার্যক্রম চলছে খুঁড়িয়ে খুঁড়িয়ে। বনরক্ষীদের জীবনযাত্রার মানোন্নয়ন ও আধুনিকায়নের দাবি দীর্ঘদিনেও বাস্তবায়ন হয়নি। জনবল-জলযান, আধুনিক অস্ত্রশস্ত্র ও আবাসনসহ নানা সংকট এ বনবিভাগে লেগেই আছে। অপর দিকে ম্যানগ্রোভ এ বনের অফুরান্ত সম্পদ রক্ষার দায়িত্ব নিয়োজিত বনরক্ষীদের ঝুঁকি ভাতা ও পদোন্নতির দাবি ৩২ বছরেও কার্যকর হয়নি। জীবনের ঝুঁকি নিয়ে সুন্দরবনে দায়িত্ব পালন করতে গিয়ে গত ২৬ বছরে ১২ জন বনরক্ষী মারা গেছে। এ ছাড়া ঝড়-জলোচ্ছ্বাস ও বন্যপ্রাণির আক্রমণে আহত ও পঙ্গুত্ব অবস্থায় জীবনযাপন করছেন আরও অনেকে। কিন্তু আহত ও মৃত বনরক্ষীদের পরিবার কেউই ঝুঁকি ভাতা বা কোন ধরনের ক্ষতিপূরণ পায়নি। এ বিষয়ে সংশ্লিষ্ট মন্ত্রণালয়সহ বিভিন্ন দফতরে বনরক্ষীরা আবেদন-নিবেদন জানিয়ে এলেও তাতে কোন সাড়া মিলছে না। সংশ্লিষ্ট সূত্র মতে, বঙ্গোপসাগরের কোল ঘেঁষে প্রাকৃতিকভাবেই গড়ে উঠেছে বিশ্বের সবচেয়ে বড় ম্যানগ্রোভবন সুন্দরবন। আয়তন ৫ লাখ ৭৭ হাজার ২৮৫ হেক্টর। কিলোমিটার হিসেবে ১০ হাজার বর্গকিলোমিটার। ১৮৬৯ সালে বৃটিশ সরকার প্রথমে সুন্দরবনের প্রশাসনিক দায়িত্ব গ্রহণ করে। এর প্রায় ১০ বছর পরে ১৮৭৮ সালে সুন্দরবনকে সংরক্ষিত এলাকা হিসেবে ঘোষণা করা হয়। বিশ্ব ঐতিহ্য ম্যানগ্রোভ সুন্দরবন বাংলাদেশী অংশ সুরক্ষার কাজে নিয়োজিত রয়েছেন ১২শ’র মতো কর্মী। আর ফাঁকা রয়েছে প্রায় দেড়শ’ বনরক্ষীর পদ। সরকারি সিদ্ধান্তের কারণে সুন্দরবনে মঞ্জুরিকৃত পদের সংখ্যা বৃদ্ধি করা যাচ্ছে না। এ বনে যে জনবল রয়েছে তা দিয়ে সুন্দরবনের বনজ সম্পদ সুরক্ষা এক ধরনের অসম্ভব। জনবলের পাশাপাশি আধুনিক জলযান, অস্ত্রশস্ত্র ও আবাসনের সংকট রয়েছে দীর্ঘদিনের। এ ছাড়া ৩২ বছর ধরে বনরক্ষীদের পদোন্নতি নেই। এমনকি চিকিৎসা, পোশাক (ইনফম) ঝুঁকি ভাতা, দুর্গম ভাতা ও রেশন পদ্ধতি থেকেও তারা বঞ্চিত হয়ে আসছে। বনরক্ষীদের অনেকেই জানায়, বেতন স্কেল সর্বনিম্ন পর্যায় থাকায় তাদের মানবেতর জীবনযাপন করতে হয়। তারা গহীন বনে চাকরি করে বলে সরকরি ছুটি ভোগ করতে পারে না। দায়িত্ব পালন অবস্থায় বন কর্মচারীরা মারা গেলেও তাদের পরিবার পায়না কোন ক্ষতিপূরণ। অথচ ভারতে সুন্দরবনে চাকরিজীবীরা কর্তব্যরত অবস্থায় মারা গেলে তাদের পরিবারকে ২ লাখ টাকা করে ঝুঁকি ভাতা দেয়া হয়।
