Bangladesh is again blacklisted for seasonal job visa in Italy

The Dhaka Times Desk ॥ Bangladesh has been blacklisted for the second consecutive year in the Italian government's immigration policy for seasonal work. The name of Bangladesh has been left out in the quota system.

The official gazette of bringing 15,000 seasonal workers from 23 countries outside the European Union was published in the first week of April. India, Pakistan and Sri Lanka are on the announced list but Bangladesh is not there. The other 20 countries are Albania, Algeria, Bosnia Herzegovina, Egypt, Philippines, Gambia, Ghana, Japan, Kosovo, Macedonia, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Senegal, Serbia, Ukraine and Tunisia. Online application for this year started from April 4, 2014, but in the past years, we have nothing to do except to look on because of the busy business of Bangladeshi brokers.

Despite the economic recession across Europe as well as unemployment in the country, Italy is a country where thousands of skilled and unskilled workers are needed every year for summer seasonal work. Starting from the Alps mountains in the north to the island of Sicily in the south, the Italian government's immigration policy has the practice of bringing workers from specific countries on seasonal visas to handle the crowds of millions of tourists in the agricultural farms of various areas throughout the country and the vast beaches and mountainous tourist areas on three sides. At the beginning of the season, workers from different countries come to Italy, at the end of the season they go back to their countries with their pockets full of Euros. Once returned, Italian immigration gives them priority for visas the next time. The only exception is our Bangladesh.

As a result of the misuse of seasonal visas and opportunities of Bangladeshis in Italy and in the name of Adam trade, the duck that laid the golden egg has been slaughtered in Italy. But the statistics say that, in the five years from 2008 to 2012, the Italian government issued seasonal visas to around 18,000 Bangladeshis, but only 51 of them returned. We must look for opportunities in this age of globalization but not by sacrificing the duck that lays the golden egg.

To prevent this unethical act of Bangladeshis looking for opportunities, the Italian administration has officially blacklisted Bangladesh since last year, but before that, sugarcane farmers were identified as Adam traders. Some Bangladeshis, who are not professional Adam traders, join hands with some Italians who are greedy for money in Grameganj for 5-10 people for 5 to 10 lakh taka per person, some bring up to 100-150 people on seasonal visa and become banana trees. While Bangladeshis have skyrocketing goodwill in the workplace across Italy, the red-green flag's image has been severely tarnished in the last few years by the seasonal visa scam.

Today, Bangladesh is facing an image crisis in Italy due to being blacklisted in the National Immigration Policy. Ambassador-at-Large in Rome Shahadat Hussain অনুভূতি অবশ্য এক্ষেত্রে একটু ভিন্ন। ২৩টি দেশের তালিকায় শ্রীলংকা, পাকিস্তান ও ভারতের নাম থাকলেও বাংলাদেশের নাম না থাকার বিষয়টি আমাদের দেশের ভাবমূর্তির সাথে সাংঘর্ষিক কিনা জানতে চাইলে ৪ এপ্রিল দুপুরে এই প্রতিবেদককে তিনি জানান, “না, বিষয়টিকে আমি ঠিক সেভাবে দেখছি না এবং এই ইস্যুতে আমাদের দেশের ভাবমূর্তি বিনষ্ট হচ্ছে না। রাষ্ট্রদূত শাহাদাত হোসেন বলেন, সরকারের নির্ধারিত ক্রাইটেরিয়া বাংলাদেশিরা পূরণ করতে পারছে না বলেই এমনটা হচ্ছে।” সিজনাল ভিসায় বাংলাদেশিরা ইতালীতে এসে ফেরত না যাবার বিষয়টি অবশ্য স্বীকার করেন রাষ্ট্রদূত। এই প্রতিবেদককে তিনি জানান, “বাংলাদেশের জন্য চলমান এই সংকট উত্তরণে তিনি দেশটির উর্ধ্বতন ইমিগ্রেশন কর্তৃপক্ষের সাথে সহসাই বৈঠক করবেন।”

ইতালীর বিভিন্ন শহরের বাংলাদেশি এমন বেশক’জন কমিউনিটি নেতৃবৃন্দের সাথেও এই প্রতিবেদকের কথা হয়। ইতালীয় প্রশাসন কর্তৃক বাংলাদেশকে ব্ল্যাকলিস্ট তথা কালো তালিকাভুক্ত করার বিষয়টিকে তাঁরা গোটা ইতালীর বাংলাদেশ কমিউনিটির জন্য একটি বড় মাপের কলংক হিসেবেই দেখছেন। সরাসরি প্রশ্ন রেখে তাঁরা বলেন, “বাংলাদেশ সরকার এবং রোমের বাংলাদেশ দূতাবাসের এক্ষেত্রে দায় এড়াবার কোন সুযোগ আছে কি ? দেশে-বিদেশে চিহ্নিত দালালদের বিরুদ্ধে শাস্তিমূলক ব্যবস্থা নিতে এবং অবৈধ আদম ব্যবসা বন্ধ করতে বাংলাদেশ কর্তৃপক্ষের অবশ্যই দায়বদ্ধতা রয়েছে।”

Although the possibility is low, if the Bangladeshi quota is re-opened in the future, the community leaders believe that the assurance must be given to the Bangladesh government and the Bangladesh Embassy in Rome that every Bangladeshi who comes to Italy on a seasonal visa will return to Bangladesh at the end of the season.
