In a blog post, the Skype team said, to chat from Skype, users who do not have Skype share a link and click on that link to continue chatting with Skype users. There is no need to open a separate Skype account for this.

"We are making an exciting announcement," Microsoft officials said. We're making a small change that will seem like a big change to everyday Skype users. We have facilitated users to create a unique link and share it with everyone. A user can share this link using email, facebook, messenger, twitter or any medium. Skype users can create this link just by clicking a button called 'Plus New'. You can also send it to someone. Clicking on this link will open a Skype web interface. Then you can continue chatting by typing your name there. This link can also be shared between Android and iOS platform users. But if you want to join the chat from mobile, you must have a Skype account.
However, Microsoft authorities said that in the future, the facility of chatting without an account will be provided on mobile phones as well. Currently, Skype on the Web users in the United States and the United Kingdom have this feature, but it is reported that the feature will be rolled out to other countries soon.
