Fraud in supply of birth control tablets !!

The Dhaka Times Desk The Department of Family Planning has signed an agreement with Femi Healthcare India to supply 15 crore pieces of film coated national birth control tablets. But this company is registered as sugar coated. But the surprising fact is that they have been using the sugar coated registration number as field coated for a long time by taking refuge in fraud! State Minister for Health Mojibur Rahman Fakir himself has accused the company of fraud and cheating.

Recently, tenders were invited on September 26 last year for the purchase of 150 million or 15 crore cycles of sugarcoating/filmcoating birth control pills funded by the World Bank under the Department of Family Planning. Four domestic and foreign institutions participated in it. From this time, various complaints started about the process of buying pills. As a result, the purchase process is delayed a lot. At one stage, on May 6, Health and Family Welfare Ministry Secretary MM Niaz Uddin made a summary to the Cabinet Committee on Government Procurement, recommending that Femi Care Limited be given work order, describing the fulfillment of various conditions and qualifications as per the demand of the authorities. The Secretary himself signed the summary.

এদিকে একই দিনে (৬ মে) ঔষধ প্রশাসন অধিদপ্তরের মহাপরিচালকের কাছে পাঠানো এক নির্দেশনায় ১৫ কার্য দিবস সময় বেঁধে দিয়েছেন তিনি। চিঠিতে উল্লেখ করেছেন, কোম্পানি উৎপাদিত ট্যাবলেট লিভনর গেস্ট্রেল ১৫০ এমসিজি + ইথাইন লিস্ট্রাডিঅল ৩০ এমসিজি  ওষুধ প্রশাসন অধিদপ্তরের সুগার কোটেড হিসেবে নিবন্ধনভুক্ত- যার নম্বর-(২১৩-৩৫৪১-২০০০)। এই নিবন্ধনের মেয়াদও চলতি বছরের জানুয়ারির ২৫ তারিখে উত্তীর্ণ হয় । তারা জালিয়াতির মাধ্যমে ‘সুগারকোটেড’ পদ্ধতির ট্যাবলেটের রেজিস্ট্রেশন নম্বর ‘ফিল্ম কোটেড’ ট্যাবলেটের গায়ে ব্যবহার করে পরিবার পরিকল্পনা অধিদপ্তরে সরবরাহ করেছে, যা রেজিস্ট্রেশনের শর্ত ভঙ্গ ও পিপিআরের ১২৭(২) ধারা মোতাবেক পেশাগত অসদাচরণ ও প্রতারণা ।

In this regard, the Minister of State for Health said that they have lost their right to do business in this country due to the corruption and fraud they have committed and they have been asked to take action against them as per the law.

নাম প্রকাশে অনিচ্ছুক একজন সিনিয়র কর্মকর্তা বলেন, ‘সচিব যে সারসংক্ষেপ প্রস্তুত করে থাকেন, এ জন্য যেসব প্রক্রিয়া বা সিদ্ধান্ত নেওয়া হয় সেখানে মন্ত্রীর পাশাপাশি প্রতিমন্ত্রীরও অনুমোদন থাকে| যদি এর কোনো ব্যতয় ঘটে থাকে, তাহলে কিভাবে সচিব ওই সারসংক্ষেপ প্রস্তুত করলেন? তবে স্বাস্থ্য সচিব বলেন, দরপত্রের সব নিয়ম মেনেই ফেমি কেয়ারকে জন্মনিয়ন্ত্রণ বড়ি সরবরাহের জন্য মনোনীত করা হয়েছে। এক্ষেত্রে কোনো নিয়ম লঙ্ঘন করা হয়নি। প্রতিমন্ত্রীর অভিযোগ প্রসঙ্গে বলেন, এটা পুরনো অভিযোগ !

Janata Traders, the Bangladeshi agent, said their license had expired and applied for license renewal. Their rival institutions are opposing them with a vengeance. In this context, the Director General of the Directorate of Drug Administration Major General Jahangir Hossain said that the instructions have been received. It is being worked on. The Minister of State for Health himself is supervising this work.
