The Dhaka Times Desk The science and technology sub-committee of the ruling party Bangladesh Awami League has recommended increasing the allocation to the ICT sector to further the progress of Digital Bangladesh.
This recommendation has been made through a letter sent to Junaid Ahmed Palak, Minister of State for Information and Communication Technology today, Monday (May 31). News notification.
The member secretary of the subcommittee and the secretary of science and technology affairs of the party, Engineer Md. The letter signed by Abdus Sabu said that the need of the hour is to increase the IT capacity of the government officials who are directly serving the people at the field level to implement Digital Bangladesh. Therefore, Bangladesh Awami League's science and technology sub-committee feels that it is necessary to implement some training programs in order to make them skilled in advanced IT.
Moreover, if the educated youth of the country can be trained in advanced IT, self-employment will be created and a lot of foreign exchange can be earned through outsourcing. Moreover, if it is possible to develop a policy of tax exemption for the purchase of domestic software in the development of the domestic software industry and increase the government's investment in the developing startups of this sector, the speed of achieving sustainable development in information technology will be accelerated.
Therefore some recommendations are also presented. The recommendations are:
1. To undertake timely training programs on IT Management (Basic and Advanced), Project Management, Information Security Management, IT Audit, Risk Management, e-Governance and Automation etc. for Government Officers/Engineers/Groups/Individuals.
2. To equip teachers of schools, colleges, madrasas and universities for modern technology based teaching through ICT training.
3. Implementation of training programs on fourth industrial revolution technologies including robotics, block chain, IoT, big data analytics, deep learning, machine learning, 3D printing through Center for Excellence and Sheikh Hasina Institute for Frontier Technology.
4. Giving priority to procurement of indigenous software and ITES services and formulation of tax exemption policies. Also to further encourage the domestic software and ITES industry by levying higher taxes on foreign specialized software (other than personal use software).
5. To build a sustainable startup ecosystem, increase the capital of Startup Bangladesh Limited and increase government investment to potential startups and provide loan facilities to registered outsourcers.

That is why we think it is necessary to increase the allocation to the ICT sector in the budget.
