It is known that initially DK Sivakumar was reluctant to take over the ministry, but Siddaramaiah wanted to hand over two close colleagues, Bengaluru Development Minister J George and Works Minister HC Mahavedappa. However, none of the two agreed to leave their respective ministries to take up new responsibilities.
