The government has announced the rules for the use of social media for the first time in the country. The Cabinet Department has issued 'Guidelines for Use of Social Media in Government Institutions-2017'.
The 6-page guide has published detailed guidelines for the use of 10 other social media besides Facebook. It is also said to award or recognize effective users at local and national level based on evaluation at the end of the year. These guidelines published by the government are only for government officials and employees.
The guidelines state that no content that may hurt the religious sentiments of a community or is against the principles of secularism can be published on social media. It is prohibited to publish any content that may cause displeasure or unpleasant sentiment in the public mind.
Any content that is discriminatory or derogatory to minorities or communities living in Bangladesh cannot be published. The guidelines state that no content that denigrates any person, organization or state, and any controversial content related to gender discrimination or is published.
According to this directive, government offices can also use social media for official communication and exchange of views, problem review and resolution, public awareness and campaigning, citizen service facilitation and innovation, public participation in decision-making and policy-making processes, ensuring the use of people-friendly administration and resolving service user complaints.
The social media account management guidelines state that no personal images may be used on the account. There will be a moderator team of 3 to 5 people or a responsible person of the organization.
Although personal accounts of government employees are kept out of these guidelines, instructions have been given to follow responsible behavior and discipline in managing personal accounts.
According to the guidelines, government institutions should review the progress and effectiveness of their department's use of social media once in 3 months. It is mentioned in the policy that based on evaluation at the end of the year effective users can be awarded or recognized at local and national level.
